United States Sugar Corporation is one of America's largest diversified, privately-held agribusiness firms. In addition to growing, milling and refining cane sugar, U.S. Sugar owns two railroads: the US Sugar industrial railroad and the South Central Florida Express, a Class III short-line railroad. We are seeking a qualified candidate with a minimum of five years work experience in track inspection, track maintenance, and track project management, preferably with a degree in Civil Engineering to fill the position of Track Supervisor. As a Track Supervisor, the candidate will be directly involved in the planning and implementing of all track-related activities for both railroads including but not limited to: working with the MOW management teams to define priorities, inspect railroad equipment, roadbed and track to ensure safe operations, establish performance metrics and measurements and performance expectations, and evaluate performance to plan the improvement of overall activities. Ultimately, the Track Supervisor will be responsible for overseeing the compliance of track structure and inspection with applicable laws, including FRA, OSHA, PUC, EPA regulations, and AREMA recommendations, as well as managing FRA reporting requirements, and supporting the safe day-to-day operations of the department (Maintenance of Way and Signal).

The ideal candidate is someone with knowledge of FRA regulations, a Civil Engineering degree, and a firm railroad background. The successful candidate for this position will report to the Manager of the Maintenance of Way department.

General Duties and Responsibilities:

  1. Supervise, develop and support railroad safety and quality programs for all employees under jurisdiction.
  2. Build, implement, and manage departmental safety program and procedures as well as take an active role in safety conversations and meetings as appropriate.
  3. Investigate and document all safety-related incidents under jurisdiction.
  4. Comply with and enforce environmental regulations, maintain safety rules and standards. 
  5. Perform inspection and emergency and routine cleanup or disposal of environmental contamination.
  6. Supervise and lead efficient operation of day-to-day inspection, maintenance and construction activities in their area.
  7. Perform inspection and maintenance planning for all tracks, bridges, culverts, buildings, and other fixed structures in compliance with FRA, PUC, and OSHA regulations.
  8. Accompany government representatives on inspections and investigations.
  9. Assist in maintaining inventory of materials required to provide continuous operation of track and for construction projects.
  10. Investigate and report on causes of irregularities and failures of track and facilities; directs necessary repairs.
  11. Recommend and help develop railroad infrastructure and work-related improvements in work practices or equipment to Manager of Maintenance of Way.
  12. Study and prepare recommendations for new track, equipment, maintenance and improved standards.
  13. Assist in the development of one-year and five-year maintenance and replacement schedules for Track and Structures facilities and equipment.
  14. Perform some design and prepare material lists, cost estimates, sketches, drawings, and schematic diagrams for proposed projects.
  15. Provides coordination of repairs and projects with other departments.
  1. Supervise, manage, and develop a 30-member team in the areas of safety, inspection, maintenance and orientation of new employees.
  1. Assist in the evaluation of team member performance; coach, offer feedback and conduct counseling sessions to team members who are not performing up to department and company standards; responsible for developing/maintaining solid employee/employer relations.
  2. Coach, counsel and educate team of department, company, and Human Resources policies and procedures; support Standards of Conduct/Work Rules Violation policy; partner with Human Resources to take corrective action as needed when violations occur.
  3. Communicate all significant developments and activities in department as well as maintain consistent open lines of communication with manager to promote team atmosphere within the operations and ensure open lines of communication with team members.
  4. Participate and oversee production team work in Maintenance of Way “On-Call” assignments which includes the Signal department.
  5. Supervise and inspect work of signal, bridge, and track construction contractors.
  6. Assist management team in the development and implementation of effective cost control measures ensuring costs and expenses are maintained within budgeted amounts. 
  7. Provide the highest quality professional and technical assistance to internal customer base and maintain professional and courteous relationships with all departments within the company.
  8. Evaluate reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  9. All other duties as directed by management representatives. 

Job Requirements

  1. High School Diploma (or equivalent GED) is required.
  2. Minimum of 5 years of previous track inspection, maintenance and project experience.
  3. College experience/degree preferred (Bachelor's degree in Civil Engineering).  
  4. Any equivalent combination of experience and training that provides the required knowledge, skills and abilities. 
  5. Proficient working knowledge of all components of railroad operations.  Maintains knowledge of industry trends. 
  6. Experience managing projects from design to implementation, including budget and workforce productivity.
  1. Computer proficiency required (MS Office Software). Working knowledge of SAP is a plus.
  1. Must be able to function independently, demonstrate flexibility and efficient time management and ability to prioritize workload. 
  2. Must possess the ability to make independent decisions when circumstances warrant such action.  Exercise good judgment and solid thought process.
  3. Ability to apply and adapt to practices and techniques to the special requirements of senior management. 
  4. Ability to establish and maintain effective working relationships with team members, other management staff and senior level management.
  5. Ability to respond to inquiries and/or complaints from team members, internal customers, or members of the business community.
  6. Requires reading and interpretation of various information.  Ability to read, analyze, and interpret financial reports and common technical reading materials.
  7. Solid communication skills - requires the ability to effectively communicate verbally and written.  Ability to effectively present information to top management.
  8. Must be able to handle and coordinate multiple duties of an urgent nature.
  9. A valid driver’s license is required.  Commercial driver’s license recommended.
  10. Must be willing and available to work various shifts, including weekends, holidays, and extended hours as needed to accomplish job requirements as well as work outdoors in inclement weather.
